How to Import a Crane to Arab Saudi: SASO, SABER, GCC Conformity and Port Options

Arab Saudi is one of the largest crane markets in the Timur Tengah, driven by NEOM, Red Sea tourism, petrochemical expansion in Jubail and Yanbu, and warehouse construction around Riyadh and Dammam. But importing an overhead crane, gantry crane, or kerekan listrik into the Kingdom is not a standard freight transaction. Every consignment of lifting equipment must clear the Saudi Standar, Metrology and Quality Organization (SASO) conformity framework before customs will release it. This guide explains what Saudi buyers need to prepare, which documents apply, and which ports make sense for crane shipments from Tiongkok.

Step 1: Confirm the Conformity Route — SABER and GCC

Arab Saudi replaced the old SASO CoC system with the SABER electronic platform. SABER issues two documents per shipment:

  • Product Certificate of Conformity (PCoC) — issued per product model, valid for one year. It covers the technical file: design drawings, load test reports, material certificates, and electrical component documentation.
  • Shipment Certificate of Conformity (SCoC) — issued per consignment, referencing the PCoC, the commercial invoice, and the packing list. Customs requires the SCoC at the port.

Lifting equipment is generally treated under the GCC Technical Regulation for Machinery (based on GSO standards) and, where electrical components are involved, the Low Voltage Technical Regulation. A 5-ton LD single-girder overhead crane or a BZD pillar jib crane will biasanya require the machinery route; the hoist and control panel may also be assessed against electrical safety requirements.

Two practical points matter here. First, the PCoC is model-specific — if you buy an LH hoist double-girder crane (5–50T) and a CD kerekan listrik on the same order, expect separate product certificates. Second, the certificate must be issued by a SASO-approved conformity assessment body. Ask your supplier whether they have an existing PCoC for the exact model and capacity, or whether a new registration is needed. This single question can add or remove two to three weeks from your timeline.

Step 2: Prepare the Technical File Before Production Ends

SASO reviewers work from documents, not from the crane. Weak paperwork is the most common cause of delay. A complete file for a crane shipment biasanya includes:

  • Design and general arrangement drawings, plus foundation/rail load drawings
  • Design calculation to GB/T 3811, with FEM 1.001 / DIN 15018 / CMAA #70 calculations available on request if your project specification calls for them
  • Load test certificate (typically 125% static, 110% dynamic)
  • Steel mill certificates for Q345B / Q235B main girders
  • Component certificates and declarations for Schneider, Siemens, ABB, or SEW drives, contactors, and motors
  • CE, EAC (TR CU 010/020), or CCC certificates already held by the manufacturer, as supporting evidence

If your project is government-funded or inside a Royal Commission industrial zone, add Saudi Aramco or SABIC vendor listing requirements to the checklist — these are separate from SASO and can run in parallel.

Step 3: Choose the Right Port and Incoterm

Crane shipments from Tiongkok usually move as break-bulk, flat-rack, or open-top containers depending on girder length. For Arab Saudi, the main entry points are:

  • Jeddah Islamic Port — best for western projects (NEOM, Red Sea, Makkah, Madinah). Highest volume, most experienced with project cargo, but also the busiest during Hajj season.
  • King Abdulaziz Port, Dammam — the natural choice for Eastern Province petrochemical and industrial work in Jubail, Yanbu, and Dammam. Strong break-bulk handling.
  • King Abdullah Port (KAEC) — modern, fast clearance, increasingly used for containerized hoists and KBK light rail systems.
  • Riyadh Dry Port — final destination for inland warehouse projects; cargo arrives via Dammam and moves by rail or truck.

For a QD universal double-girder crane (5–150T) or an RMG rail-mounted container crane, girders often exceed 12 meters and ship as break-bulk or on flat racks. Confirm with your supplier whether the crane can be split into transportable sections with bolted connections — this reduces freight cost significantly and simplifies inland trucking to Riyadh or NEOM.

On Incoterms, CIF Jeddah or CIF Dammam is common, but Saudi customs clearance, SASO fees, and inland transport remain the buyer's responsibility. Many first-time importers underestimate the demurrage risk if the SCoC is not ready when the vessel berths. Build a 5–7 day buffer between cargo arrival and expected clearance.

Step 4: Plan Instalasi, Garansi, and Spares

SASO clearance is not the finish line. Confirm before shipment: who commissions the crane, whether a Saudi-licensed engineer is required for the load test, and how spare parts reach you. A 12-month warranty is standard, but response time depends on whether the supplier stocks parts in the GCC. Ask for a recommended spares list covering hoist brake, limit switch, contactor, and wire rope for your specific model.
