Exporting Guindastes to Rússia: EAC Certificação Guide

Rússia remains one of the largest markets for overhead and pórticos in the world, driven by metallurgy, oil and gas, rail infrastructure, and container handling. But since 2013, no crane can legally enter the Russo market without EAC certification under the Customs Union Technical Regulations. For buyers sourcing from China, understanding the difference between TR CU 010/2011 and TR CU 020/2011 — and how they apply to specific guindastes modelos — is the difference between a smooth customs clearance and a container stuck at the border.

Which EAC Regulation Applies to Your Crane?

Two technical regulations cover almost all lifting equipment exported to Rússia, Belarus, Cazaquistão, Armenia, and Kyrgyzstan:

  • TR CU 010/2011 "On Safety of Machinery and Equipment" — the core certification for all cranes. It covers mechanical strength, stability, braking systems, limit switches, overload protection, and control systems. Every overhead crane, gantry crane, jib crane, and guindaste elétrico requires a certificate or declaration under this regulation.
  • TR CU 020/2011 "Electromagnetic Compatibility" — applies to any crane with electrical drives and control panels. It regulates EMI emissions and immunity. Since all Chunhua cranes use Schneider, Siemens, ABB, or SEW electrical components, they are already designed to meet EMC requirements — but the certificate must still be issued by an accredited Russo certification body.

For most standard cranes — LD single-girder 0.5–20T, LH hoist double-girder 5–50T, QD universal double-girder 5–150T, MH single-girder gantry, MG double-girder gantry, and MD/CD electric hoists — a Declaration of Conformity (TR CU 010 + 020) is usually sufficient. For higher-risk equipment such as YZ metallurgical cranes 5–125T, RMG rail-mounted container cranes, shipbuilding pórticos, and QDS smart unmanned cranes, a full Certificate of Conformity is tipicamente required, involving sample testing and factory audit.

Certificação Routes: Certificate vs. Declaration

Route 1 — Declaration of Conformity

Faster and lower cost. The manufacturer (or importer) submits technical files, drawings, test reports, and a safety justification. No mandatory sample shipment to a Russo lab for most standard models. Typical timeline: 3–5 weeks. Suitable for LD, LH, MH, MG, KBK light rails, BZD pillar jib cranes, and DHP electric chain hoists.

Route 2 — Certificate of Conformity

Required for metallurgical, container, shipbuilding, and explosion-proof applications. Involves accredited lab testing in Rússia, and for serial production, a factory audit. Timeline: 6–10 weeks. The certificate is issued for 1 to 5 years, with annual surveillance audits for multi-year certificates.

Route 3 — Single Delivery Certificate

For one-off projects or prototype cranes, a single-batch certificate covers one shipment only. Useful for pilot orders before committing to serial certification.

Chunhua Guindaste supplies the full technical dossier — GB/T 3811 design calculations, FEM 1.001 or DIN 15018 verification on request, Q345B/Q235B steel mill certificates, electrical schematics, and component CE/CCC certificates — to the Russo certification body. This tipicamente cuts 1–2 weeks off the certification timeline.

Documentation Package for Russo Customs

  • EAC Declaration or Certificate (original with registration number)
  • Technical passport (технический паспорт) in Russo
  • Operation manual in Russo
  • Instalação and commissioning instructions
  • Elétrica diagrams and safety logic description
  • Steel and component certificates
  • HS code classification (typically 8426 for cranes, 8425 for hoists)

Missing the Russian-language technical passport is the single most common cause of customs delays. Chunhua provides a Russian-language passport template with every export order.

Pagamento: CNY/RUB Settlement in 2024–2025

Since SWIFT restrictions on major Russo banks, CNY/RUB settlement has become the standard channel for Chinese crane exports. Practical options:

  • CNY via VTB Shanghai or Sberbank Beijing — direct RMB transfer, 2–4 business days, no USD intermediary.
  • RUB via Russo banks with Chinese correspondent accounts — works for buyers holding RUB accounts; exchange risk sits with the buyer.
  • Escrow through a Chinese trading platform — for first-time buyers, 30% deposit / 70% before shipment is standard.

Chunhua Guindaste accepts CNY settlement with 30% deposit and 70% against bill of lading copy. No MOQ applies, and quotes are returned within 4 hours via WhatsApp +86 193 9277 7259 or email yuhua0095@gmail.com.

Practical Advice Before You Order

  • Confirm whether your Russo certification body accepts Chinese test reports or requires Russo lab testing — this changes cost and timeline significantly.
  • For YZ metallurgical cranes and QDS smart unmanned cranes, start certification before production. Sample testing requires the actual crane or a representative subassembly.
  • Match your EAC scope to the exact model and capacity. A certificate for a 20T LD crane does not cover a 50T LH crane.
  • Production runs 30–45 days after deposit and drawing approval. Add 3–10 weeks for EAC depending on route. Plan 3–4 months from PO to Russo site delivery.
  • All cranes ship with a 12-month warranty; CE, CCC, EAC, GCC/SASO, SONCAP, and KEBS certifications are available depending on destination.

Russia's industrial crane demand is not slowing. Buyers who build EAC compliance into the purchase plan — rather than treating it as an afterthought — get their cranes on site faster and avoid the costly re-certification loop that traps unprepared importers.
